Revision of reports for the monthly balance sheet statistics, banks’ (MFIs) reports on their external position and the MFI interest rate statistics in 2010

In its letter of June 2008 (in German only), the Bundesbank announced the review of the corresponding regulations by the European Central Bank.

The revision of regulations on monetary financial institutions’ balance sheets and MFI interest rate statistics by the ECB Governing Council (see also Bundesbank circular 5/2009 (in German only) of 20 February 2009 and 14/2009 (in German only) of 8 May 2009) required a comprehensive reworking of the banking statistics reporting system at a national level. In addition, the accounting rules stipulated in the German Commercial Code (Handelsgesetzbuch, HGB) and the Accounting Regulation for Credit Institutions and Financial services institutions (Verordnung über die Rechnungslegung der Kreditinstitute und Finanzdienstleitungsinstitute, RechKredV) - revised due to the Act Modernising Accounting Law (Bilanzrechtsmodernisierungsgesetz, BilMoG) - had to be accommodated for. To enable the reporting agents to understand the development process’ national implementation, the Bundesbank provides information on the intermediate phases of the German implementation process along with the final versions of the guidelines, explanations and reporting form templates.

Regulation (EC) No 290/2009 of the European Central Bank of 31 March 2009 amending Regulation (EC) No 63/2002 (ECB/2001/18) concerning statistics on interest rates applied by monetary financial institutions to deposits and loans vis-à-vis households and non-financial corporations (ECB/2009/7; OJ EU No L 94 p 75).

January 2010
First reporting date for data on traditional securitisations/loan transfers for the December 2009 reporting period.

April 2010 to June 2010
Testing phase for reporting requirements for the June 2010 reporting period (other dates possible should the need arise (call 0049 69 9566 2350 to make arrangements)).

July 2010
First reporting date for the extended reporting requirements for the monthly balance sheet statistics, banks’ (MFIs) reports on their external positions and the MFI interest rate statistics for the June 2010 reporting period.

October 2009 to December 2009
Testing phase for reporting requirements for the December 2010 reporting period (other dates possible should the need arise (call 0049 69 9566 2350 to make arrangements)).

January 2011
First reporting date for the implementation of the reporting principles of the Commercial Code and the Accounting Regulation for Credit Institutions as revised under the Act Modernising Accounting Law for the December 2010 reporting period.

October 2011 to December 2011
Testing phase for reporting requirements for the December 2011 reporting period (other dates possible should the need arise (call 0049 69 9566 2350 to make arrangements)).

Januar 2012
First reporting date for recording syndicated loans in the monthly balance sheet statistics and in the banks' (MFIs) reports on their external positions for the December 2011 reporting period.

Reporting requirements

The final versions (available below) of the guidelines, reporting form templates and other notes amended in line with the revised ECB regulations and the inclusion of the changed requirements of the Commercial Code and the Accounting Regulation for Credit Institutions were published in Bundesbank circular 25/2009 (in German only) of 13 July 2009.
