General Functional Specification

The General Functional Specifications (GFS) for the TARGET2 single shared platform describe the range of services and the most significant features of TARGET2, which were developed and adopted by the Eurosystem based on the requirements of the TARGET user group.

Terms and conditions for participation in TARGET2-Bundesbank (TARGET2-BBk)

From a legal perspective, TARGET2 consists of a number of TARGET2 component systems. Based on the Eurosystem’s new approach, and in an attempt to standardise the legal requirements for participation in TARGET2 as far as possible, the terms and conditions of TARGET2-BBK are, however, a literal copy of the “Harmonised Conditions for participation in TARGET2”, which were adopted within the framework of the TARGET2 Guideline. The Bundesbank simply made the necessary editorial changes (such as inserting the terms “Bundesbank” and “TARGET2-Bundesbank”, for example) and deleted a minimal amount of provisions which were not relevant to TARGET2-Bundesbank.

    The following "special terms and conditions" contain the legal requirements for internet-based participation in TARGET2-Bundesbank. Due to the attempt of the Eurosystem to standardise the legal requirements for participation in TARGET2 as far as possible (see section above), this document was prepared on the basis of the "Supplemental and modified Harmonised Conditions for participation in TARGET2 using internet-based access”, which were adopted within the framework of the TARGET2 Guideline. Beside the necessary editorial changes solely a minimal amount of provisions which were not relevant to TARGET2-Bundesbank were deleted.

 

Information Guide for TARGET2 users

This TARGET2 Information Guide is intended as a standard body of information for credit institutions and ancillary systems and aims to provide a better understanding of the overall functioning of TARGET2, thus helping users to use the system as efficiently as possible. It answers the most frequently asked questions relating to TARGET2 and tries, in particular, to give users a clear understanding of which features are generally applicable and which are specific to each country.

TARGET2 Oversight Assessment Report

The TARGET2 Oversight Assessment Report evaluates to what extent the TARGET2 design complies with the Core Principles for payment systems that are significant for the stability of the financial system. The report was prepared by the Eurosystem's oversight under the direction an coordination of the ECB. The outcome of the assessement is positive. TARGET2 is considered to be well-established and observes all relevant core principles.

TARGET2-Newsletter

The objective of the TARGET2 newsletter is to inform the user community and the general public about relevant issues around the second-generation TARGET system in operations. It will be published on a regular basis at least twice a year.
