Nach der Grundsatzentscheidung des Bundesbank-Vorstands beginnt die Planungsphase, die mindestens zwei Jahre in Anspruch nehmen wird. Die Bauarbeiten werden demnach erst nach Abschluss der Planungen, also frühestens in zwei bis drei Jahren, beginnen.
