Reserve management services

As part of the Eurosystem reserve management services (ERMS), the Deutsche Bundesbank offers non-euro area central banks, monetary authorities and government institutions a selection of banking and custodial services in order to enable them to manage their euro-denominated reserve assets in a secure, reliable and confidential setting. International organisations are also eligible for access to the ERMS.

Basic services

Account management and payment transactions

Having a euro account at the Bundesbank allows central banks, monetary authorities and international organisations to participate in European cross-border payments via T2. The giro account, which is held on a credit balance basis, is an indispensable precondition for using all other Reserve Management Services, although there is no obligation to maintain a given minimum credit balance. The remuneration of the account is described in the next sub-item “Account remuneration through automated overnight deposits”.

Securities account
The Bundesbank offers its ERMS customers storage and administration of their foreign reserve assets in a securities account. Generally, all securities listed in the ECB’s eligible assets database excluding liquidity category 5 (asset-backed securities) are approved. Other securities can likewise be held in safe custody upon request.

Investment services

Account remuneration through automated overnight deposits

There is a two-tier remuneration of accounts: the tier 2 investment facility and the excess balances.
Tier 2 investment facility:
We offer overnight deposits at selected credit institutions to further increase the average remuneration of our customers’ accounts. Thereby, we act as an intermediary (agent). Only commercial banks with a high credit rating are eligible as counterparties. The amount of the tier 2 investment is set specifically for each customer and can generally be custom-tailored. The tier 2 investment facility is remunerated at the actual average rate of interest on investments less a margin of 3 basis points (since 1 April 2021).
Excess balances:
Funds not invested in Investment Servicesare known as excess balances. Their remuneration is the interest rate of the Euro short-term rate (€STR) minus 20 basis points.

Fixed-term deposits

Eligible customers can make risk-free fixed-term deposits with the Bundesbank. Conditions for fixed-term deposits depend on the prevailing market conditions.
Transactions can be agreed either via phone, Bloomberg Chat or LSEG Workspace Messenger.

Forex trading
Forex trading customers can buy and sell euro in return for the following currencies on a spot basis: AUD, CAD, CHF, CZK, DKK, GBP, HKD, HUF, JPY, NOK, NZD, PLN, SEK, SGD, USD, ZAR.
The Bundesbank conducts forex trading in compliance with the principles of the FX Global Code.

Securities trading

The Bundesbank offers its eligible customers the service of executing orders to buy and sell securities.
For more information, please refer to Product Annex Investment Services, Section V, which can be found under “Special terms and conditions” on the right.
Securities lending

The Bundesbank provides its customers access to the Automated Securities Lending system of the central securities depository Clearstream Europe AG, which makes it possible to generate additional earnings on securities holdings. The customer can choose strategic securities lending (ASLplus) and/or the more short-term Automated Securities Lending (ASL and ASL principal) fails lending product, which avoids settlement failures in security transactions in the market.
