Weidmann sees forward guidance as a success

In the view of Bundesbank President Jens Weidmann, the ECB Governing Council’s forward guidance has contributed to lowering long-term interest rates and stimulating the euro area economy. However, at the 2019 European Banking Congress in Frankfurt, he also highlighted the risks and side effects of a highly expansionary monetary policy. ECB President Christine Lagarde called for increased public investment.

The Deutsche Bundesbank publishes its 2019 Financial Stability Review
The German financial system remains vulnerable to adverse economic developments. Future credit risk could be underestimated and the recoverability of loan collateral such as real estate overestimated.
“An unexpected economic downturn and abrupt rise in risk premia could hit Germany’s financial system hard,”
Bundesbank Vice-President Claudia Buch explained, adding that a stable financial system should be able to cushion such shocks rather than amplifying them. -

Im dritten Jahresviertel 2019 belief sich der Bestand an von Investmentfonds (ohne Geldmarktfonds) begebenen Anteilen auf 12 537 Mrd € und war damit um 446 Mrd € höher als im zweiten Quartal. Der Bestand an von börsengehandelten Fonds (ETFs) begebenen Anteilen belief sich auf 781 Mrd € und fiel damit um 47 Mrd € höher aus als im zweiten Quartal 2019. Der Bestand an von Geldmarktfonds begebenen Anteilen lag bei 1 247 Mrd € und damit 92 Mrd € über dem Niveau des Vorquartals.

Im dritten Quartal 2019 erhöhte sich der Bestand an von finanziellen Mantelkapitalgesellschaften/Verbriefungszweckgesellschaften (FMKGs) im Euro-Währungsgebiet begebenen Schuldverschreibungen auf 1 503 Mrd €, verglichen mit 1 491 Mrd € am Ende des Vorquartals. Der Nettoabsatz von Schuldverschreibungen durch FMKGs belief sich im dritten Quartal 2019 auf 7 Mrd €. Der Bestand der FMKGs im Euroraum an verbrieften Krediten lag zum Ende des Berichtsquartals bei 1 277 Mrd €; die Nettoveräußerungen von verbrieften Krediten im Bestand der FMKGs beliefen sich im betrachteten Zeitraum auf 7 Mrd €.

Welcome speech Deutsche Bundesbank reception on the occasion of Euro Finance Week
Bundesbank Executive Board member Joachim Wuermeling sees digital financial and money functions pursued by initiatives ranging from clouds to Libra as a major challenge facing European banking supervisors. At an event in Frankfurt, Wuermeling stated that “if risk-relevant links in the financial value chain evade supervision, for credit institutions, it’s a matter of a level playing field, but for us as supervisors it’s a question of financial stability.”
