    Bundesbank President Weidmann has again pointed out the risks associated with government bond purchases in the Eurosystem. In a speech to students and lecturers, he argued that they blurred the boundary between monetary and fiscal policy. The zero interest rate environment provided perceptible relief for highly indebted states, he explained, warning that “[y]ou don’t need to be a "nattering nabob of negativism" to fear that there may be political pressure on the ECB’s Governing Board to postpone any normalisation of monetary policy out of concern for public finances.” .

    KMUs signalisieren weiterhin verbesserte Verfügbarkeit von Außenfinanzierungsmitteln. Verfügbarkeit von Außenfinanzierungsmitteln nach Ansicht der Befragten erstmals durch allgemeinen Wirtschaftsausblick begünstigt. KMUs geben verbesserte Umsatz- und Verschuldungslage sowie stabile Gewinne und steigende Kosten an. Viele KMUs setzen Schuldenabbau fort, entweder um bessere Bonitätseinstufung zu erhalten oder um Bilanzvolumen für die Zukunft umzustrukturieren.

    Im ersten Quartal 2017 verringerte sich der Bestand an von finanziellen Mantelkapitalgesellschaften/Verbriefungszweckgesellschaften (FMKGs) im Euro-Währungsgebiet begebenen Schuldverschreibungen auf 1 402 Mrd €, verglichen mit 1 410 Mrd € am Ende des Vorquartals. Die Nettotilgungen von Schuldverschreibungen durch FMKGs beliefen sich im ersten Jahresviertel 2017 auf 7 Mrd €. Der Nettoverkauf von verbrieften Krediten im Bestand der FMKGs betrug im Berichtszeitraum 5 Mrd €.

    Im ersten Jahresviertel 2017 belief sich der Bestand an von Investmentfonds (ohne Geldmarktfonds) begebenen Anteilen auf 10 464 Mrd € und war damit 419 Mrd € höher als im Schlussquartal 2016. Die Investmentfonds (ohne Geldmarktfonds) stockten ihre Bestände an von Emittenten aus der übrigen Welt begebenen Anteilsrechten wie auch Schuldverschreibungen auf. Gleichzeitig gingen ihre Bestände an von Ansässigen im Euroraum emittierten Schuldverschreibungen zurück, und die entsprechenden Bestände an Anteilsrechten erhöhten sich. Die Rentenfonds verzeichneten im ersten Quartal 2017 Mittelzuflüsse in Höhe von 85 Mrd €. Bei den Gemischten Fonds betrugen die Zuflüsse im selben Zeitraum 51 Mrd €. Der Bestand an von Geldmarktfonds begebenen Anteilen lag bei 1 190 Mrd € und damit 45 Mrd € über dem im vierten Quartal 2016 verzeichneten Wert.
