    "Während der Verhandlungen des Baseler Ausschusses in den vergangenen Tagen in Santiago de Chile haben sich die unterschiedlichen Positionen zwar weiter angenähert und es konnten viele offene Fragen geklärt werden, eine Einigung wurde jedoch nicht erzielt. Wir werden daher weiter mit Nachdruck daran arbeiten, bis Anfang Januar – wenn sich die Chefs der Notenbanken und der Bankaufsichtsbehörden treffen – zu einem Abschluss der Verhandlungen zu kommen, denn auch die regulatorische Unsicherheit belastet die Funktionsfähigkeit des Bankensektors.

    Ein erfolgreiches Verhandlungsergebnis muss zum einen die Widerstandskraft des Finanzsektors weiter stärken, zum anderen muss es aber auch regional ausgeglichen sein und darf den risikoorientierten Ansatz des Baseler Rahmenwerks nicht aushöhlen."

    "Lassen Sie mich kurz auf die heutige Entscheidung des EZB-Rats eingehen. Zunächst einmal: Die heute vorgelegten Stabsprojektionen des Eurosystems zeigen keine besorgniserregende wirtschaftliche Entwicklung im Euro-Raum. Sie bestätigen aus meiner Sicht vielmehr, dass der deutliche Rückgang der Energiepreise die Konjunkturerholung im Euro-Raum stützt. Der Energiepreisrückgang erklärt außerdem zu einem Gutteil die Entwicklung der Verbraucherpreise. Zwar ist die Euro-Abwertung der vergangenen Wochen stimulierend in die Prognose eingegangen, diese Abwertung ist aber nicht allein auf die erwartete Lockerung der Geldpolitik des Eurosystems zurückzuführen. Sie ist beispielsweise auch Folge von gefestigten Zinserhöhungserwartungen für die Vereinigten Staaten von Amerika.

    Klar ist, dass die Preisentwicklung nach der Prognose im nächsten und wohl zum Teil auch im übernächsten Jahr unter unserer Norm für Preisstabilität liegen wird. Das sollte nicht leichtfertig zur Seite gewischt werden. Aber angesichts der dominanten Rolle des Energiepreisrückgangs für die Preisentwicklung im Euro-Raum und der bereits ergriffenen umfangreichen geldpolitischen Maßnahmen, die auch mit Risiken und Nebenwirkungen verbunden sein können, habe ich eine weitere Lockerung nicht für notwendig gehalten.  

    Phasen, in denen sinkende Energiepreise die Inflation zeitweilig in den negativen Bereich fallen ließen, hat es immer wieder gegeben: Zum Beispiel 1986/87, zu Zeiten von Karl Otto Pöhl, und die Geldpolitik tat gut daran, durch solche temporären Schocks hindurchzuschauen, solange es keine Hinweise für Zweitrundeneffekte gibt. Und die sehe ich derzeit nicht."

    State government finances in 2024: situation worsens, large deficit for local governments

    State and local government finances recorded a large deficit of €43 billion in 2024. Excluding one-off factors, this figure is considerably lower, but it is clear nonetheless that local governments, in particular, are bearing a substantial structural burden. They are unlikely to be able to balance their budgets on their own. The federal states share responsibility for this, and the Monthly Report sets out specific starting points. It also sheds light on the situation in individual federal states as well as the new financial leeway arising from the debt brake reform and the special fund. This leeway should be used specifically for additional investment.

    The Bundesbank’s latest Monthly Report shows that industry is continuing to suffer due to structural problems and raised US tariffs. In their analysis, the Bundesbank’s experts found that output, real sales and exports of goods declined in the third quarter. Moreover, the still low level of capacity utilisation in industry and weak competitiveness probably continued to weigh on investment activity. Meanwhile, private consumption is likely to have registered a slight increase, the authors write.

    The Bundesbank’s latest Monthly Report shows that increasing uncertainty has a major impact on investor behaviour and capital market dynamics. When uncertainty rises unexpectedly, investors tend to disproportionately reduce their exposure to emerging markets. Outflows from investment funds in relation to holdings are around three times higher than those from advanced economies, according to the Bundesbank’s experts.

    The gross domestic product (GDP) fell a price-, seasonally and calendar-adjusted 10.1% on the first quarter of 2020. This was the largest decline since the beginning of quarterly GDP calculations for Germany in 1970. It was much larger than during the financial market and economic crisis (-4.7% in first quarter of 2009). The Federal Statistical Office (Destatis) also reports that in the second quarter of 2020 a massive slump was recorded for exports and imports of goods and services as well as for household final consumption expenditure and capital formation in machinery and equipment. General government, however, raised its final consumption expenditure during the crisis.
