    Panel on Household Finances (PHF)

    The German Panel on Household Finances (PHF) is a panel survey on household finance and wealth in Germany, covering the balance sheet, pension, income, work life and other demographic characteristics.

    • Methodology

      The PHF is a representative survey of German households comprising both a panel and a refresher component. The panel structure mimics that of the [U.S.] Panel Study of Income Dynamics (PSID). All households are re-contacted, and all individuals tracked. The intended survey frequency is three years.

      During the PHF's first wave in 2010‑2011 a net sample of 3,565 randomly selected households was collected. In subsequent waves interviews were conducted with 4,461 households (2014), 4,942 households (2017) and 4,119 households (2021). Almost half of the households in wave two took part for the second time. Two thirds of households who participated in wave three had already taken part in a previous wave. In wave four, the share of interviews with panel households in the total number of interviews reached 83 %. The fifth wave started in spring 2023.

      The survey is based on a stratified design. To better measure the distribution of wealth in Germany, wealthy households are oversampled on the basis of micro-geographical information.

    A well functioning economy requires a stable banking system. Banking supervision is therefore responsible for monitoring credit institutions’ business activity and maintaining investor confidence. In Germany, the task of banking supervision is shared by the Bundesbank and the Federal Financial Supervisory Authority (BaFin). In particular, the Bundesbank is in charge of monitoring the credit institutions.

      The Deutsche Bundesbank hosts the Bundesbank symposium annually, with the aim of promoting the exchange of information on current topics relating to banking supervision within the banking industry.

        Overall, our existing rules for banking regulation are not too onerous. But they can be fragmented, complicated and sometimes contradictory. This is what we are addressing with the High-Level Task Force proposals, said Bundesbank President Joachim Nagel upon publication of the report by the European Central Bank’s High-Level Task Force on Simplification. The report contains 17 recommendations on how to simplify the Eurosystem’s regulatory and supervisory framework.

        At this year’s European Banking Congress in Frankfurt am Main, Bundesbank President Joachim Nagel issued an emphatic plea for reforms for Europe’s future. Against the backdrop of mounting geopolitical tensions, a challenging global trade environment and demographic change, Mr Nagel urged for a clear European strategy to safeguard productivity and welfare over the long term.

        The financial stability reviews produced by the Bundesbank and other central banks have become a well-established tool, Bundesbank President Joachim Nagel said at an event held by the Bundesbank in Frankfurt am Main to mark the 20th anniversary of the Financial Stability Review.       BaFin and Deutsche Bundesbank are putting their joint consultation paper “Machine Learning in Risk Models – Characteristics and Supervisory Priorities” out for consultation. It deals with the concrete use of machine learning (ML) in risk models of Pillars I and II of the regulatory framework for banks and insurers.

    • The Bundesbank wants the EU to comply with Basel III

      In a joint letter, the Deutsche Bundesbank and 24 other national central banks and financial supervisory authorities within the EU are now calling for the European Commission to ensure that the proposal on updated capital adequacy rules for banks in the EU follows the global agreement known as Basel III. More precisely, we who are signing the joint letter wish to particularly emphasise that the output floor for risk-weighted assets and the standard method for credit risk should comply with the international agreement. Deviating from the Basel agreement could have a negative impact on confidence in both the European banking sector and the EU regulatory framework. It is therefore important that the global agreements are met in full and in a consistent manner.

    Up to the end of 1998, the Deutsche Bundesbank alone was responsible for ensuring price stability in Germany. With the launch of European monetary union and the introduction of the euro at the beginning of 1999, this task was transferred to the Eurosystem. Since then, the European Central Bank (ECB) and the national central banks of the EU member states which have adopted the euro have constituted the Eurosystem.

      Zum 31. Januar 2020 hat das Vereinigte Königreich die Europäische Union (EU) verlassen. Wie im Austrittsabkommen vereinbart, hat zur gleichen Zeit eine Übergangsfrist begonnen, die bis zum 31. Dezember 2020 befristet ist. Vorerst ändert sich damit für Finanzintermediäre nichts. Allerdings sollten betroffene Finanzintermediäre diesen Zeitraum nutzen, um sich angemessen auf die Zeit nach dem Ende der Übergangsphase vorzubereiten.
