At its meeting on 12 September 2019, the Governing Council of the European Central Bank decided to introduce a two-tier system for remunerating liquidity holdings in excess of minimum reserve requirements (excess reserves). 

The prudential own funds requirements reflect a risk-oriented approach to supervision which is designed, depending on a bank's individual risk positions, to ensure that capital backing is as commensurate with risk as possible.

These data are vital for identifying risks to financial stability in good time. Following the entry into force of a statutory order in February 2021, the Bundesbank is now planning a data collection exercise aimed at closing these data gaps.
